MSD staff most recently submitted a proposal to the Rate Commission in 2015. Specifically, on February 26, 2015, MSD staff submitted a rate change proposal for funding wastewater and stormwater that encompasses fiscal years 2017 through 2020 (July 1, 2016, to June 30, 2020). Formal deliberations of the Rate Commission began shortly thereafter. Beyond the formal deliberations, from March 13, 2015, through July 10, 2015, 22 meetings were held by the Rate Commission itself, MSD staff, or outside organizations, so that the public could learn more about the proposal and offer feedback.
On July 30, 2015, the Rate Commission submitted its recommendation to MSD’s Board of Trustees. The Rate Commission’s recommendation for wastewater rates reflected two changes versus the proposal that MSD staff submitted:
- Anticipate an increase in Late Fee Revenues equal to the percent increase in rates. The impact of this change decreased the proposed request for wastewater revenues by $2.35 million over four years.
- Instead of assuming a 5.5% annual increase in utility costs, assume a 1.5% annual increase. The impact of this change decreased the proposed request for revenue by $6.83 million over four years.
Per the Charter change creating the Rate Commission, MSD’s Board of Trustees reviewed the recommendation. On October 8, 2015, the report containing the recommendation was formally accepted by the Board.
