In November 2000, area voters approved the creation of an independent Rate Commission within the MSD organization that would review proposed rate increases. Today, this body consists of 15 member organizations representing a broad cross section of MSD customers and our St. Louis community. The Rate Commission utilizes a system based on many of the same procedures employed by the Missouri Public Service Commission. The Rate Commission process includes multiple public hearings where customers have an opportunity to provide feedback on rate proposals.
MSD’s rate setting process begins when District staff submits a proposal to the Rate Commission. This past May, MSD staff submitted a proposal for rate increases to finance over $1 billion in investments to our region’s wastewater collection and treatment system. The proposal is for wastewater rates only. A court ruling last July compelled MSD to revert back to an inequitable system of taxes for stormwater funding. MSD has appealed that ruling. Thus, stormwater funding is not a part of this rate proposal.
The rate proposal covers MSD’s fiscal years 2013 through 2016, which is July 1, 2012, through June 30, 2016.
As an MSD customer, you have a right to BE HEARD and voice your opinion on the rate proposal. The Rate Commission invites you to attend one of five upcoming public hearings. At each hearing, MSD staff will review the proposal in detail and answer questions from the public. MSD Rate Commissioners will be attendance to hear the public’s comments. A transcript of each hearing will also be provided to the Commission.
